Adobe construction is broadly legal across the United States. Permitting states include New Mexico, Arizona, Texas, Colorado, Nevada, Utah, and Florida, provided the build meets local seismic, structural, and energy-code requirements. The notable exception is California. California effectively banned new unreinforced adobe construction for decades after twentieth-century seismic-code revisions. Dwell reported in 2025 that California is now relaxing the prohibition after the January 2025 Los Angeles fires drove demand for fire-resistant materials. Where allowed, modern codes typically require reinforced concrete bond beams, steel rebar, and engineered footings. New Mexico has the most established permitting path; Texas and Arizona issue adobe permits routinely under standard residential codes.
